Fernando L. Rodríguez, PE, SC

Mr. Rodríguez is a Registered Professional Engineer (Lic. No. 6510) and a Registered Chemist in Puerto Rico and a seasoned expert in chemical and environmental engineering. With over 40 years of experience, he is the President of CHES Services Corp. DBA Fernando L. Rodríguez P.E Associates (FLRA), a leading consulting firm specializing in chemical/environmental engineering and industrial hygiene. His original company, FLRA, was founded by Mr. Rodríguez in 1980, through which he was able to establish the first accredited training school for Asbestos Management Training Courses certified by the Puerto Rico Environmental Quality Board (EQB) in 1996. Since then, he has trained over 1,500 individuals in accredited areas.

Mr. Rodríguez is actively involved in establishing and leading the Caribbean-Puerto Rico Chapter of the Solid Waste Association of North America (SWANA) and holds multiple SWANA certifications. Recognized for his expertise, he has received prestigious accolades, including the Distinguished Colleague designation from the Environmental Engineers Institute (IIAM) in 2020 and the Carolina Chapter in 2021, both of PR's Professional College of Engineers and Land Surveyors (CIAPR, in Spanish). With his extensive knowledge and commitment to excellence, Mr. Rodríguez is a valuable asset to our team at FLRA and IEMES, PSC, providing exceptional chemical/environmental engineering and industrial hygiene consulting services.

Ms. Rodríguez, a Registered Professional Engineer (Lic. No. 23851) in Puerto Rico and North Carolina (042850), specializes in waste management, air and soil sampling projects. She holds accreditation as an Asbestos and Lead Inspector by the local Department of Natural and Environmental Resources (DNER).

In addition to her technical expertise, Ms. Rodríguez currently serves as the President of IEMES, PSC—a woman-owned small business—and continues to lead key initiatives in collaboration with its parent company, CHES Services Corp. She also serves as the Geographical Information System Analyst and webmaster for both organizations. A dedicated professional in the field, she has recently completed and passed the ISO 31000 Risk Management course and has become a Certified Sustainability Practitioner (CSP), further strengthening her capabilities in assessing environmental, health, and safety risks across multiple sectors.

Ms. Rodríguez has held numerous leadership roles in professional organizations, including President of the Risk, Emergency, and Disaster Management Commission (CMRED) at the Puerto Rico Professional College of Engineers and Land Surveyors (CIAPR). She is a past President of the Environmental Engineers Institute (IIAM), a current Advisory Board Representative of the Solid Waste Association of North America (SWANA) Caribbean – PR Chapter, and a proud founding member and mentor of SWANA’s Young Professionals Group.

Her certifications include SWANA’s Collections Systems Technical Associate (No. 93679), as well as training in Integrated Solid Waste Management (ISWM), Zero Waste, and Recycling Systems Management. She also serves as a university professor in Environmental Engineering at the Polytechnic University of Puerto Rico, an ABET-accredited program. Ms. Rodríguez brings a unique blend of technical proficiency, regulatory knowledge, and industry leadership to our team at CHESIEMES Group—ensuring high-quality performance in environmental engineering and consulting services.

Ms. Figueroa, a Registered Professional Engineer (Lic. No. 22558), brings extensive expertise to our team. Since 2007, she has held certification as an Accredited Asbestos and Lead Inspector by the Department of Natural and Environmental Resources (DNER), formerly known as the Puerto Rico Environmental Quality Board (PREQB).

With comprehensive knowledge in waste management, Ms. Figueroa has held various SWANA certifications, including Certified Landfill Technical Associate, Certified Recycling Systems Technical Associate, MSW Collections Systems Technical Associate, and Certified Integrated Solid Waste Manager (No.94563).

Throughout her career, Ms. Figueroa has held significant leadership positions. From 2014 to 2016, she served as President of the Chemical Engineers Institute of the Puerto Rico College of Engineers and Land Surveyors (CIAPR), and from 2017 to 2019, she led the Humacao Chapter. Currently, she serves as the President of the Risk, Emergency, and Disaster Management Commission (CMRED) at CIAPR, demonstrating her commitment to professional development and advancing the field. Furthermore, Ms. Figueroa has served as Secretary of CIAPR's Governing Board, further showcasing her dedication to the overarching organization.

Ms. Figueroa has most recently completed and passed the ISO 31000 Risk Management course as well as the ACGIH® Fundamentals in Industrial Ventilation​ Course. With her vast experience and leadership background, Ms. Figueroa contributes valuable insights and expertise to our team at FLRA and IEMES, PSC, ensuring outstanding performance in the environmental, health, and safety field.

Ms. Rodriguez is an invaluable asset to our team, seamlessly taking on multiple roles within our organization. She excels as our accountant, administrator, project manager, EHS specialist, and engineer's assistant.

Her extensive expertise extends beyond accounting, drawing from various industries such as finance, restaurants, marine, food preparation, and waste management. Auri's commitment to safety and compliance is evident through her completion of the 10-Hour OSHA General Industry course.

She is well-versed in asbestos and lead-based paint awareness, providing crucial insights to our strategic professional services export planning. Auri actively engages in disaster preparedness, exemplified by her involvement in organizing seminars like the Community Emergency Response Team (CERT) training. Her exceptional project management skills encompass oversight, scheduling, team building, and effective project execution.

Auri also plays a pivotal role in conducting inspections to ensure compliance with environmental regulations and requirements. In addition to her diverse skill set, Ms. Rodriguez holds certifications in E-commerce (2016), Finance Manager (2016), and Human Resources (2022). With her comprehensive expertise, she significantly contributes to the seamless financial management and administrative operations at FLRA and IEMES, PSC. In addition, her Master’s in Public Relations enables her to support the technical team in strategic communications and outreach efforts. As a newly Certified Sustainability Practitioner (CSP), she expands the team’s capacity to offer services aligned with sustainability goals and regulatory trends. By focusing her doctoral studies in marketing on Corporate Social Responsibility (CSR), Auri further positions our firms to integrate purpose-driven strategies into both client work and internal initiatives.
