Mr. Rodríguez is a Registered Professional Engineer (Lic. No. 6510) in Puerto Rico. He is past President of both the Institute of Chemical Engineering of the "Colegio de Ingenieros y Agrimensores de Puerto Rico", and the International Confederation of Chemical Engineering. He is the President of CHES Services Corp. DBA Fernando L. Rodríguez P.E Associates (FLRA), a chemical/environmental engineering and industrial hygiene-consulting firm, since March 1980, and IEMES, PSC since its inception in 2015.
In September, 1996 FLRA was certified as the first accredited training school for Asbestos Management Training Courses by the local Puerto Rico Environmental Quality Board (EQB). Since then, he has trained more than 1,500 people in the accredited areas. From  May 2008 to date Mr. Rodríguez has been involved in meeting administrative requirements to create under the Solid Waste Association of North America (SWANA) the Caribbean-Puerto Rico Regional Chapter. He SWANA Certified Professional (No. 94076): Certified Landfill Technical Associate, Certified Recycling Systems Technical Associate, and Integrated Solid Waste Manager and serves as a SWANA Faculty member.

​​Ms. Rodríguez is a Registered Professional Engineer (Lic. No. 23851) in Puerto Rico and North Carolina (042850). She performs and supervises air and soil sampling projects, is an Accredited Asbestos and Lead Inspector by the local Environmental Quality Board (PREQB), now Department of Natural and Environmental Resources (DNER). 
She additionally serves as the Geographical Information System Analyst and webmaster at IEMES, PSC and parent company, CHES Services Corp.

Her involvement professional organizations have led her to be appointed as the Vice-President of the Risk, Emergency, and Disaster Management Commission (CMRED) at Puerto Rico’s Professional College of Engineering and Land Surveying (CIAPR), President of the Environmental Engineers Institute (IIAM), as well as the International Board (IB) Representative, now Advisory Board (AB) Representative, of the Solid Waste Association of North America (SWANA) Caribbean - PR Chapter. She has been involved in the Steering Team of the Young Professionals Group of this international organization since its inception and once she ages out, will continue serving as a mentor for this group. Until recent years, Ms. Rodríguez held SWANA's Integrated Solid Waste Management (ISWM) and Recycling Systems Management Certifications. Further, she is SWANA Certified and Faculty as a Collections Systems Technical Associate (No. 93679).  ​

Ms. Figueroa is a Registered Professional Engineer (Lic. No. 22558)   (PREQB), now Department of Natural and Environmental Resources (DNER). Since 2007 Ms. Figueroa has been certified as Accredited Asbestos and Lead Inspector by the Puerto Rico Environmental Quality Board. ​Ms. Figueroa is SWANA Certified as Certified Landfill Technical Associate, Certified Recycling Systems Technical Associate, MSW Collections Systems Technical Associate, and Certified Integrated Solid Waste Manager (No.94563).
Ms. Figueroa, since 2012, served in several positions including Presiding (2014-2016) the Chemical Engineers Institute of the Puerto Rico College of Engineers and Land Surveyors (CIAPR) as well as the Humacao Chapter (2017-2019). She currently serves as President of the Risk, Emergency, and Disaster Management Commission (CMRED) at CIAPR. Additionally, she served as Secretary of the overarching organization's (CIAPR) Governing Board.

Ms. Hall has been certified as Accredited Lead Inspector by the Puerto Rico Environmental Quality Board (PREQB), now Department of Natural and Environmental Resources (DNER).  She has had ample training in Asbestos Awareness and Inspection Protocols, some emergency-related topics, as well as holding Advanced Courses in Hazardous Waste Management.

Applicable credentials or experience:
  • Potable Water Franchise operational oversight and consulting.
  • Environmental assessments in commercial and public buildings.
  • Assist in inspections for evaluating compliance with environmental regulations and requirements.  
  • Participated in a Disaster-related seminar: Community Emergency Response Team (CERT).
